1) Editorial



DO MY STARS LINE UP ?

Its a matter of getting all the stars aligned in a row as to whether one can get fuel in Zimbabwe !! Sometimes, very occasionally, its as easy as it is in any other country, but then the wheels start falling off again. We have been through our whole lives hunting and gathering for fuel, and after what we have been through I suppose we should not really complain ...

Remember those days of fuel queues, fuel coupons, riding bicycles to meet up with one's car in a fuel queue, or leaving a rock or a drum in your posi as surety that one keeps one's place in the queue. Remember those royal battles one would get involved in as the taxis would queue jump ? Remember needing the loo whilst sitting hour after hour in the baking heat in a queue? Hopefully those days are gone forever but why, when we are a seemingly "normal" economy, do the fuel stations often have no fuel ??

One day they have petrol but no diesel, the next day they have diesel but no petrol. And when you do find a station with diesel, there is no power so the pumps cannot operate. And then if you find one with diesel and power to pump, their system is not online or down so you cannot use your fuel card !! One does not draw into a forecourt and say "fill 'er up please" one says, do you have diesel/petrol? If the answer is yes one proceeds to the next question "Do you have ZESA?" and if that is answered in the affirmative the next question is "I have a fuel card, are you online?"

Its a complicated procedure but the last thing you must do is pull ip with a swagger at a pump and just "Expect" !! There are wonderful things happening in Zimbabwe I must say. Things that First Worlders take for granted like traffic lights. Slowly but surely they seem to be almost fully functional now. Street lights ? Yes, without doubt the City Council is sorting out our street lights in a lot of areas. Potholes, yes indeed apart from the odd awful awful roads, our pothole situation is slowly improving. Water ? Hmmm not too bad I suppose, very disturbing though these sad infant deaths from diarrhea, hopefully its not water borne, and we pray it will end soon.

One of the brightest stars on the horizon is the good news about the Khumalo Hockey Stadium. With the African Olympic Hockey Qualifier being hosted in Bulawayo in August, its all go at the stadium where the City Council, local firms and enterprising bodies are all working round the clock to ensure the new pitch is down in time and the grounds are ready ! The big pimple on our noses is still ZESA though.

Yes I know half the worlds population is without water and electricity and I am always exceptionally grateful that we do sometimes have power. BUT !! We pay exorbitant amounts for the privileged of flicking a switch and if one pays for a service one has a right to expect it.

The most galling thing was when She Who Must Sing went to the Victoria Falls earlier this year and when they tried to book at the expensive and exclusive Boma restaurant they were told it was totally booked out for a conference .. well now, who were the lucky participants ? Can you believe it cash strapped ZESA and and even more cash strapped ESKOM (The South African equivalent of ZESA) Now its certainly not cheap at the Boma but then maybe, maybe they were paying their own bills and not charging it to the company ?

Oh well, enough vindictive musings, time to visit a fuel station and see if my stars are all lined up in a neat little row ?

The Journey

When you bring a pet into your life, you begin a journey - a journey that will bring you more love and devotion than you have ever known, yet also test your strength and courage. If you allow, the journey will teach you many things, about life, about yourself, and most of all, about love. You will come away changed forever, for one soul cannot touch another without leaving its mark.
Along the way, you will learn much about savouring life's simple pleasures - jumping leaves, snoozing in the sun, the joys of puddles, and even the satisfaction of a good scratch behind the ears. Your house will become muddier and hairier. You will wear less dark clothing and buy more lint rollers. You may find dog biscuits in your pocket or purse, and feel the need to explain that an old plastic shopping bag adorns your living room rug because your cat loves the crinkly sound.
You will learn the true measure of love - the steadfast, undying kind that says, "It doesn't matter where we are or what we do, or how life treats us as long as we are together." Respect this always. It is the most precious gift any living soul can give another. You will not find it often among the human race.
And you will learn humility. The look in my dog's eyes often made me feel ashamed. Such joy and love at my presence. She saw not some flawed human who could be cross and stubborn, moody or rude, but only her wonderful companion. Or maybe she saw those things and dismissed them as mere human foibles, not worth considering, and so chose to love me anyway.
If you pay attention and learn well, when the journey is done, you will be not just a better person, but the person your pet always knew you to be - the one they were proud to call beloved friend.
I must caution you that this journey is not without pain. Like all paths of true love, the pain is part of loving. For as surely as the sun sets, one day your dear animal companion will follow a trail you cannot yet go down. And you will have to find the strength and love to let them go.
A pet's time on earth is far too short - especially for those that love them. We borrow them, really, just for awhile, and during these brief years they are generous enough to give us all their love, every inch of their spirit and heart, until one day there is nothing left.
The cat that only yesterday was a kitten is all too soon old and frail and sleeping in the sun. The young pup of boundless energy wakes up stiff and lame, the muzzle now gray.
Deep down we somehow always knew that this journey would end. We knew that if we gave our hearts they would be broken. But give them we must for it is all they ask in return.
When the time comes, and the road curves ahead to a place we cannot see, we give one final gift and let them run on ahead - young and whole once more. "God speed, good friend," we say, until our journey comes full circle and our paths cross again.

A petition is circulating to object to the existence of the giant cellular network billboards that are going to be erected in Bulawayo.
There is one on Leopold Takawira, one on the Plumtree Road, two outside the Trade Fair and others.

THE FLAMES OF PARIS

The Flames of Paris is an early Soviet ballet, first staged in 1932, and was a particular favourite of Stalin! Set in the French Revolution, it blends a range of musical and choreographic styles and this new version from the Bolshoi, filmed in 2010, broadly follows the spectacular choreography of the original. MAHLER: SYMPHONY NO.4

Leonard Bernstein conducts the Vienna Philharmonic Orchestra in Mahler's Fourth, perhaps the most approachable of all his symphonies, ending with a child's vision of heaven. Cate Blanchett returns to the role that won her international acclaim in the story of one woman's struggle to control love, defend her kingdom and secure her position. ACADEMY SPONSORED FESTIVAL WEEK

The Academy's Sponsored Festival Week is a fund-raising event which is held every second year. It works in much the same way as any other sponsored event: Academy students, parents and friends offer to perform at concerts held in the Sibson Hall and friends and family are asked to sponsor per minute of the performance. There will be concerts every evening at 5.15 p.m. and all will feature a wide range of performers including visitors such as Sharon de Kock and the Junior Odeion Quartet. Admission Free
THE PEGGY MORRIS CHORAL COMPETITION

Sharon de Kock is well-known to Bulawayo audiences as the second violinist of the Odeion Quartet but on this occasion she will be offering a solo recital including sonatas by Brahms (No.2), Schumann (No.1) and Saint-Sa ns (No.1) as well as Vaughan Williams' The Lark Ascending which has been voted the most popular piece of classical music by British Classic FM listeners for several years in succession! THE ODEION JUNIOR STRING QUARTET, PETRO ENGELBRECHT (PIANO)

The Odeion Junior Quartet, like the Odeion itself, is all-female and is made up of outstanding students. They will be performing at the Stellenbosch Festival just before their visit to Bulawayo and fly to Amsterdam for a concert in August. We, the Zimbabwe Pensioner Supporter Fund have supplied this kitchen that provides cooked meals to many people in Bulawayo with an industrial size 3 plate gas cooker and two large gas containers.
We are unable to keep the containers full and cannot bring gas through the border with the food that we regularly bring into Zim for the pensioners.
What is ideally needed is four or more persons to make up a team that will coordinate the filling of the bottles on a rotation system where each one knows who is next to refill.
We are doing our bit from SA and would really appreciate someone there to take a role with us in this. Once you have a team together please contact Ann at Verity Amm and she will assist with any further information. Another appeal we have had is Maureen Krasser is looking for a friend of hers Jill Wylie ( Rhodesian Author of various books) who she has lost touch with and has heard she may be in one of the "Homes" in Bulawayo.

As you know this is the 100th year of the Ford dealership in this country.
Dulys is one of the few companies outside of The United States to achieve this. Dulys the company itself is older than this being founded in 1895. The first Ford to come into Rhodesia was imported by F.Issels, a good friend of Charles Duly, in about 1905. No doubt Charles Duly could see a great future for the automobile in this country.The vintage and classic car club of Bulawayo will be celebrating this mile stone in the countries history with some exciting events planned for later in the year. I hope the information below will be of interest to you and your readers. This is only the first part of the story, there is more to follow on the history of Dulys and motoring in this country.

Part 1
Charles Duly born in 1870 in Basingstoke, Hampshire.
Charles' father was an engine driver and his grandfather was an ostler, so transport was in his blood from the start and was set to shape his life and the future company that still bears his name more than 100 years later.
At the age of 5 his family moved to Southampton. His father died when he was only 11 years old, leaving the family far from well off. Charles was sent off to find work, he found a job as an office boy in a bookshop and attended night school. It is believed his Sunday school teacher suggested he should turn his attention to mechanical engineering as his office job held out little future. He was fortunate to secure a position in the workshops of the London and South Western Railway Company, when he was only 14 years old. He loved anything mechanical and built, with his own hands, a penny farthing bicycle. It was about this time that Charles produced an outstanding mechanical drawing of the Railway Company's "four-wheeled coupled bogie locomotive, No 580,.It is adorned with the company's coat of arms and bears the inscription "Drawn from actual measurements by C.Duly.Which he later took with him to South Africa. Charles was transferred to a Southampton engineering firm to complete his apprenticeship training which he did at the age of 20, in the year 1890
This was a most important year in the history of this country. This was the year that the immortal Pioneer Column made its epic journey into Mashonaland to settle in Salisbury and bring civilization to the lands beyond the Limpopo. The opening of Mashonaland was all the news in the tabloids of the time and was to ignite the fire of adventure in the young Charles Duly.

HOCKEY ASSOCIATION OF ZIMBABWE
PRESS RELEASE 3
KHUMALO HOCKEY STADIUM, BULAWAYO

In response to a call from the Matabeleland Hockey Board, approximately 60-70 people arrived at the Khumalo Hockey Stadium on Saturday 2 July 2011. About 20 of these were labourers from Petra School, Burger & McBean, and Precast Concrete Products. The other 50 were made up of hockey players, parents of hockey players, and members of general public. The Hon Minister of Education, Sport, Art and Culture, Minister Dave Coltart arrived to lend his support, whilst both current and former National and Provincial Hockey players were also present.

There was a front end loader which was loaned from Premier Engineering - free of charge, and an operator from Burger McBean. The Mat HB had sourced a donation of fuel, and this machine was essential in the removal of the last few strips of the old turf, wrecked cars, and an incredible amount of waste. PPC Zimbabwe loaned a truck which moved the waste from the KHS to a registered dump - some 21 tons of rubbish left from SRC sanctioned events at the KHS in the past five years!

The work that was done was to remove rubbish that had been stored in the corporate and broadcasting boxes of the KHS, and then clean the dirt from the rooms. At the same time work was done mainly around the B field in terms of removing weeds and dirt from the drainage ducts and the pavement surrounding the fields. On the A field people were involved in removing of cut grass, removing grass from the pavement surrounding the pitch, and cutting down of invasive trees.

It was a good response from both the Bulawayo Hockey fraternity, and the general public as well, with a fair amount of work done. The grounds of the KHS are simply not recognizable from the state they were in just one month ago! A few of the volunteers have indicated they would like to do the same again this weekend so as to "get the job done" and the Mat HB will be arranging this accordingly. Chairman's Mid-Year Statement
Zimbabwe Power Company
3rd July 2011

As Chairman of Zimbabwe Power Company, whose raison d' tre is to provide power to the nation, I believe that it is important, from time to time, to keep all stakeholders and customers informed directly. This statement builds on information already given in my earlier r sum of January 2011. I urge readers to remind themselves of what was said in that statement.

CURRENT STATUS (3 July 2011)
Over the past few weeks ZPC's generation has been fairly stable and at levels we consider will be the maximum for the next year or so - around 1,400 MW. In other words, until the circumstances allow us to add new units at Hwange Power Station, the generation output will remain (short of unexpected outages) at recent levels. Of the 12 large units (six at Kariba and Hwange respectively) there have been 11 operational. In addition between 80 and 100MW are being produced from the "Small Thermal Stations" (Harare, Munyati and Bulawayo). I must stress, however, that our main focus is now on trying to achieve stability of production. The generation forecasts can be thwarted by aging pumps, pipelines, boiler tubes etc. at any moment.
At the time of writing this statement (3rd July) we took Unit 5 at Hwange off-load to attend to a pump on Friday night (1st July) and intend bringing it back on Monday (4th July). In addition we lost two units (3 and 5) at Kariba at 1021 and both were back by 1152 on Saturday (2nd July) due to grid surge from Cabora Bassa. Considerable work remains to be done to the units and support infrastructure at Hwange, and the station remains fragile and unpredictable. Planned unit-by-unit outages will resume from August through to the middle of next year to attend to this ailing infrastructure - funds permitting.

On a more positive note the momentum gained in recent months is very encouraging in spite of having to manage the business on a strict cash flow basis. At Hwange Power Station the relining of the two large raw-water reservoirs is nearly complete, replacement of the 3 km ash-disposal pipeline is underway, ash-disposal pumps are on order, the water treatment works for the boilers is nearing completion and tenders for overhauling the precipitators have been awarded. Please note that the daily generation status is updated every week day on the home-page of the ZPC website: www.zpc.co.zw Our stations are extremely vulnerable to regional grid swings. We lost Hwange Power Station completely on the 16th May due to a surge from Cabora Bassa and again on the 23rd May 2011 due to a surge from Kafue. The last being a loss of two units at Kariba, on the 2nd July, due to a system surge from Cabora Bassa.

TARIFF
I must now draw your attention to the critical issue of our suppressed tariff and the serious ramifications to ZPC's operations if an increase is not approved. In the absence of an increase to the tariff, ZPC has now had to slow down its efforts to stabilise and optimise power from its existing power stations. In addition efforts to raise capital for adding generation capacity (a four to five year process from when funding is secured) will be thwarted. Load shedding will remain a way of life and overall economic growth will be stunted until generation capacity is expanded to fully support households and business needs.
The ZPC tariff (which is the approved price that is charged by ZPC to our sister company ZETDC) I believe is the lowest hydro/thermal blend tariff in the region. The thermal element of this tariff, I am reliably informed, is one of the lowest, unsubsidised, tariffs in the world.
The tariff was set in February 2009 and 28 months later we still await approval of a "cost reflective tariff". Over this two and a half year period ZPC has had to absorb all cost increases. The main cost-driver increases have been : coal 51%, diesel 44% (a major cost component of Hwange Power Station) as well as spares and components imported from non-US$ countries against a US$ which has weakened against most global currencies. Our efforts continue to improve efficiencies and productivity as we know there is still room for improvement, but these efforts can in no way compensate for over two years of cost increases. In the meantime the only way to compensate for a sub-economic tariff is to cut back on maintenance and ongoing refurbishment. This is clearly not sustainable and if the situation is not addressed urgently, the lights you have from time to time today will go out tomorrow!
It is my understanding that at a recent stakeholders meeting there was full support for a tariff increase. I therefore urge Government to give this matter urgent and positive attention.
I take this opportunity to thank the Ministry of Finance for their fiscal contribution towards 50% of this year's refurbishment programme. Sadly in the absence of a tariff increase ZPC will be unable to fully match the funding that is required to see this programme implemented to a satisfactory level.

INCREASED GENERATION CAPACITY
I reiterated that load shedding will remain a way of life until we expand generation at Hwange and Kariba. New investment and private sector funding into generation capacity will not be forthcoming while our tariff remains sub-economic and in the absence of a long-term tariff formula. Meanwhile ZPC, with the help of its technical partner (HATCH), is well advanced in updating feasibility studies for the expansion programmes at both Hwange and Kariba. We will be calling for "Expressions of Interest" in the next two weeks and (tariff and funding permitting) will be in a position to go to tender in September/October this year, Following the award of a tender by State Procurement Board, ZPC has finalised an agreement to secure the services of KPMG Consortium who will assist and address all aspects of the financial process for this capital raising programme.

SMALL THERMAL STATIONS
In consultation with the mining industry, the small thermal stations have been brought back into partial service. Due to their distance from the coal fields and the age of the technology the power from these stations is more expensive. The power from these stations is matched, on a 1:1 ratio, with power from the grid and sold to major customers at a blend price. Only those companies who have dedicated lines and who are prepared to comply with stringent payment conditions are eligible for this scheme. This arrangement should have no negative impact on the load shedding of ordinary customers as those companies who have, voluntarily, joined the scheme were already getting their share of power from the grid - their top-up power comes from the small thermals at a higher price.

CONGRATULATIONS TO KARIBA POWER STATION
The team at Kariba in line with their mission statement committed themselves to high standards and undertook to achieve ISO rating. This resulted in their being awarded ISO 9001/2008 in March this year. Well done to Mr. J. Chirikutsi, the General Manager of Kariba South Power Station and his team at the station!

COAL INTO THE FUTURE
ZPC has managed to rebuild its strategic stock to capacity and now receives coal for immediate consumption purposes only. I wish to thank our coal suppliers for their support. I hope that over time, as they increase their markets of other coal products, they will be able to invest in infrastructure such that the "mine-mouth" cost of coal is aligned to regional benchmarks.
ZPC have applied for an extension to their grant for the Western Coal Fields as this grant is a central component of its expansion programme for units 7 and 8 at Hwange Station.
There are ongoing improvements in environmentally responsible technology in the thermal arena. Further there has been a loss of confidence in nuclear powered stations in any seismically unstable counties. These two factors may imply a long term future for thermal power. I urge the authorities to be mindful of the global pressure for coal over the next century. It would be shortsighted to issue concessions on all the coal fields around Hwange now as these will get mined concurrently. Much of this coal would be exported, and while this will be of benefit to our economy in the short term, I am concerned that this concurrent depletion of our coal reserves will leave our children, and future generations of Zimbabweans, with a coal challenge. This can be avoided by formulating the correct policies around preservation and optimal use of this strategic resource at this stage.

ALTERATIVE POWER SOURCES
ZPC have identified a suitable location in Zimbabwe for a bulk solar power station but the capital costs of such an installation remain prohibitive. Wind power is not an option for bulk electrical power but localised opportunities exist and these should be exploited by smaller independent power producers. ZPC, some years ago, applied for a CBM (Coal Bed Methane) grant but still await a decision from the authorities.

I take this opportunity to welcome Mr. Joshua Chifamba to ZESA Holdings as Group Chief Executive Officer. He worked for ZESA as a post graduate trainee up to Board Member after which time he then joined Lesotho Power Utility in 2006's as their CEO. This was followed by a period where he mentored the present incumbent in Lesotho before returning to Zimbabwe this year. We look forward to his leadership during this exciting and challenging period that lies ahead.
