REVIEW OF MUSIC CONCERT IN AID OF KGVI SCHOOL AT THE NATIONAL GALLERY, BULAWAYO, ON 7 JULY

The concert arranged by my husband and I at the National Gallery earlier this month raised 1.75 million dollars for King George VI School for the Disabled. There was a good audience, thanks in part to those readers of the Morning Mirror who attended, and considering the fuel shortage and the cold weather, and many people who were there said how much they enjoyed it.

The performers were mostly my piano pupils (both from the School and private) plus myself. We also had some solo songs sung by Pharis Mashava, a former student of the school, who was also our compere for the evening. He leads an 'a capella' group with the excellent soprano, Prudence Mabhena, and Phibian Nkomo. The group performed a few songs on their own, including the tongue-twister 'Sgqok Amangqongqo', and a few with the school band, which now includes piano and keyboard as well as marimbas and drums. The Finale, in which the band and the vocalists joined forces in such popular songs as Celine Dion's 'My Heart will go on' and "Guantanamira', was absolutely stunning!

Pharis, who opened the concert with Henry Olonga's "My Zimbabwe' , which I accompanied on the piano, has accepted a place at the Liverpool Institute of Performing Arts (LIPA), recently set up with the help of a large contribution from Sir Paul MacCartney, a former Beatle, whose home city is Liverpool. Pharis raised some of the necessary funds himself by performing and on a recent visit to Switzerland with Prudence and Phibion.

Nicole Mavingire played the 'Allegro' from a hatdn Sonata, and her twin sister Stephanie played a Brahms 'Intermezzo', both beautiful performances. Together they performed the 'Berceuse' from Faure's 'Dolly Suite', and the exciting finale, 'Promenade en Fiacre', from Philip Lane's 'Badinages'. These talented students, (who also play flute and violin), passed their Grade 8 piano (Trinity) in Jo'burg with Merit last August, and are now preparing for the Trinity Performance Diploma, ACTL.

Other highlights were the entertaining duets from Darlington Mususa and Thaka Moyo entitled 'Chopsticks Variations No 3' (like no Chopsticks you've ever heard!) and 'Our Song'. These two juniors at KGVI are very adept at composing and performing their own duets, and have quite a repertoire now. Atlas van Heerden played Beethoven's 'Fur Elise'; Farai Mapande, a very musical student in Form 4 played arrangements of the'Allegro' from Mozart's 'Eine kleine Nachtmusik', and Scott Joplin's 'The Entertainer'; Tapiwa Nyengera, also in form 4, played 'Swing Low Sweet Chariot' and a composition of his own, and last but not least were perfect performances of 'She'll be coming round the Mountain' and 'Stepping Stones' form 8-year-old Tibone Matikiti, his first time ever before an audience.

Some of the teenage girls in the Hearing Impaired classes performed some Indian dances very gracefully; and one of these, Portia Maphosa, has been having piano lessons for a year and is learning to read music. She played 'Au Clair de la Lune' and another piece. So, as you will gather from the above account, there are some very talented musicians both at KGVI and outside. The School is looking for a volunteer to replace me when I leave Zimbabwe with my husband in early september. The work comprises one half day a week (at present Wednesday mornings) giving piano lessons to the students in the newly built Music Room, and arranging fund-raising concerts. Anyone interested in this very enjoyable and satisfying work is invited to contact me initially for further details.

MUNICIPAL BYE LAWS
QUOTE
In light of the ongoing operation on illegal structures within our backyards it is perhaps prudent that you take note of the following standard requirements for compliance with Urban Council & municipal BY-Laws.

Structures within Yards (Extensions on houses, staff quarters etc)
No such buildings shall be undertaken without the approval of local authority. (Chapter 2; Part 1 Model Building By-Laws)
5. (1) Subject to the provisions of this chapter, no person shall commence-
(a) To construct a building: or
(b) To re-erect a building: or
(c) To undertake any sewerage work:
On any site unless and until plans have been submitted to, and approved by, the local authority in terms of these by-laws for all and every part of the work involved.
(2) Where a person wishes to obtain the approval of the local authority in terms of subsection (1), he shall-
(a) Pay the prescribed fee: and
(b) Make written application, in duplicate, to the local authority, on the form provided by the local authority for such application, completing the form in all relevant Respects: and
(d) submit with the application form two copies of any plans which are called for in terms of these by-laws:
No alterations or additions without approval of local authority.

Certificates for Minor Structures
39. (1) If a proposed building falls within the classes of buildings, referred to in subsection (2), the local authority may issue a certificate authorizing the construction of the building without insisting upon the submission & approval of plans complying with the standard requirements.
(2) The provisions of subsection (1) shall apply to any building which-
(a) is designed and intended to be used solely as a pump house,paultry run, immovable kennel, summer house (Gazebo), tool sheds, potting shed, child's doll's house, aviary, plant house, plant house, coal shed, wood shed, cycle shed, cooking shed or swimming bath changing room.
(b) Covers an external area not exceeding 10 square meters; and
(c) Does not exceed-
(i) two meters at the eaves; and
(ii) three meters at the highest part of the roof; and
(iii) is wholly detached and not less than three meters from any other building
(3) Any person wishing to obtain certificate in terms of subsection (1) shall make written application, in duplicate, to the local authority on the form provided by the local authority for such application and the form shall be completed in all relevant respects
(4) The form referred to in subsection (3) shall make provision, inter alia, for the following information-
(a) the registered description of the site upon which it is proposed to construct the structure; and
(b) a site plan showing the location of the structure; and
(c) a sketch plan showing the proposed construction of the structure; and
(d) a statement indicating the purpose for which the structure shall be used; and
(e) A statement indicating the nature of the materials with which the structure will be constructed.
Please note that you are allowed a maximum of 6 birds, no goats, pigs, sheep, cow, or wild animals (Including snakes)
Garden Structures & Fences(To include Green Houses)
A person may construct a fence, wall, pergola, garden shelter, car shelter or boat shelter or trellis screen wall without obtaining-
(a) the approval of plans and drawings complying with the requirements of Part 1 or
(b) A certificate issued in terms of section 39 (above) if the building is built so as to comply with the provisions below.
The height of the structure, measured from the mean ground level to the top of the structure, shall not exceed two comma five meters and Supporting posts or columns shall conform to requirements of dimensions as tabled in model building by-laws journal, shall be built true and plumb and shall terminate at a even plane: and Beams, braces, stays and all structural members shall be of adequate strength and no member shall have a deflection of more than 25mm when loaded: and No beam shall have a span of more than 3 meters ;and All materials used shall be sound and durable and shall be erected in a neat, tidy and workmanlike manner; and The sides shall not be enclosed except in an open lattice manner.

Removal of These Exempted Structures
The local authority may direct the owner or tenant of any site upon which there has been erected a structure falling within terms of this part to remove such structure from the site if at any time the structure becomes:
- A danger to the health & safety of the persons using the site upon which it is constructed or any neighboring site
- Unsightly and depreciate the value of any neighboring premises or in any way offensive.
They will not do so without serving written notice upon the owner
(a) specifying the reason for proposed direction; and
(b) 30 days within which to repair the structure or otherwise rectify the objection to the retention thereof specified in the notice
No compensation shall be payable by the local authority as a result of the removal of the structure in terms of the MODEL BUILDING BY-LAWS
Boreholes
The relevant authority has to be sought in line with the current water law of 1987, please note that a new regulatory authority (ZINWA) are now in control and all responsibility has shifted from the Municipal to them. An application for prospecting and water rights (Under the Riparian Doctrine) has to be done at their offices and the necessary geological survey done.
Please note that the on-going demolitions are in line with the set town planning requirements and regularization is possible before one is descended upon by the lay...ignorance of the law is no excuse.,

Beware the Mars Hoax

Earth and Mars are converging for a close encounter--but not as close as some people think.

July 7, 2005: There's a rumor going around. You might have heard it at a 4th of July BBQ or family get-together. More likely you've read it on the Internet. It goes like this:
"The Red Planet is about to be spectacular." "Earth is catching up with Mars [for] the closest approach between the two planets in recorded history." "On August 27th . Mars will look as large as the full moon." And finally, "NO ONE ALIVE TODAY WILL EVER SEE THIS AGAIN." Right: "Close Encounters" by graphic artist Duane Hilton. Those are snippets from a widely-circulated email. Only the first sentence is true. The Red Planet is about to be spectacular. The rest is a hoax. Here are the facts: Earth and Mars are converging for a close encounter this year on October 30th at 0319 Universal Time. Distance: 69 million kilometers. To the unaided eye, Mars will look like a bright red star, a pinprick of light, certainly not as wide as the full Moon. Disappointed? Don't be. If Mars did come close enough to rival the Moon, its gravity would alter Earth's orbit and raise terrible tides. Sixty-nine million km is good. At that distance, Mars shines brighter than anything else in the sky except the Sun, the Moon and Venus. The visual magnitude of Mars on Oct. 30, 2005, will be -2.3. Even inattentive sky watchers will notice it, rising at sundown and soaring overhead at midnight. You might remember another encounter with Mars, about two years ago, on August 27, 2003. That was the closest in recorded history, by a whisker, and millions of people watched as the distance between Mars and Earth shrunk to 56 million km. This October's encounter, at 69 million km, is similar. To casual observers, Mars will seem about as bright and beautiful in 2005 as it was in 2003. Although closest approach is still months away, Mars is already conspicuous in the early morning. Before the sun comes up, it's the brightest object in the eastern sky, really eye-catching. If you have a telescope, even a small one, point it at Mars. You can see the bright icy South Polar Cap and strange dark markings on the planet's surface. One day people will walk among those dark markings, exploring and prospecting, possibly mining ice from the polar caps to supply their settlements. It's a key goal of NASA's Vision for Space Exploration: to return to the Moon, to visit Mars and to go beyond. Every day the view improves. Mars is coming--and that's no hoax.

CRIME AWARENESS - BULAWAYO UPDATE

The latest crime that has picked up again, is one waking to find no vehicle parked either in the yard or in the garage! How these men are getting through Solex locks, gear and steering locks, huge chains wrapped around the car and trees, alarm systems etc, is to be honest, totally amazing. My general feeling is that they are coming through the borders with liquid nitrogen to help freeze and tap off the locks. No-one hears these men either, and times that have been noted for these crimes to take place, is anywhere between 23:00 Hours and through to as late as 05:30 Hours.

FUEL QUEUES
If you leave your car in a fuel queue, chances are your car will be tampered with and various bits stolen off of it, sometimes including the wheels. Be very vigilant when queuing for the fuel, and naturally when carrying huge sums of money, I can guarantee that sometime soon, we will have a gang that will park and just walk up to some unsuspecting victim, hold a gun to that person's head and demand the money. Let's face it, that is incredibly easy, and we have already seen in various other incidences, that no-one wants to get involved when guns are around. Just make sure that if you are stuck in a queue all day, to look around regularly lock your car when alighting to stretch the legs and lock again when sitting inside the vehicle walk around and check everything is still on your car take an interest in who is around you watch out for strange behaviour - go with your gut feeling on this! DO NOT make any loud comments that can cause problems for you, as there are ears EVERYWHERE!

HOUSEHOLD SECURITY RULES - part 2
Keys can be easily duplicated if they are left lying around the house. If a stranger claims there is an emergency and wants to use the telephone, place the call for him/her while he/she waits outside your property. Leave downstairs curtains drawn at night. That way, any prowler will not be able to see inside the house and won't be tempted to return another night with his burglary 'kit'. If you live alone, don't advertise the fact. List only your initials and last name in the telephone directory and no name should appear on your gate. Flats - use your initials. Never give information over the phone to unknown callers and tell your children not to give your address over the phone. Don't parade around the house in scanty underwear or night clothes if your windows or curtains are open. You may stimulate a 'Peeping Tom' into committing a crime he may not have intended. Beware of bogus telephone calls. It could be a burglar's ruse to get you out of the home or to check that you are in deed home. Keep guns in a secure gun cabinet with ammunition in a separate safety cabinet. Many burglaries are committed with the sole purpose of stealing a firearm. Point a gun at an intruder in such a way that it cannot be turned and used against you and remember it is only there to protect life.

I am getting more and more reports of stolen vehicles and these above cars did not have much fuel in them, so could quite easily be in the Bulawayo vicinity. I would like to suggest to those who would like to offer their services of being a "watcher" in their particular suburb or route to work, that they get in touch with me with their full name, address and phone number who I could then phone and if a car has been stolen in that particular area, then I can contact that person who could then look out for it. I have the maps so can plot a radius and the "watchers" could just look out for it. If you are interested in helping each other, and help these poor people get their only cars back, get in touch with me. All details are confidential and if you are not interested in contacting the police, when you have located a vehicle, just phone me and I will deal with the police directly.

In May, 1991, the first human remains of slaves from the 18th century African Burial Ground were uncovered in lower Manhattan(NYC) when the US General Services Administration was preparing to build a federal office at Broadway and Duane St.

The same New York African Burial Ground will hold its Annual Day of Prayer on Saturday, August 27, 2005. Interestingly, the July 10, 2005 issue of the MIRROR carried a notice about the Zim Day of Prayer (Sunday, August 7, 2005). Following the disaster in London East Anglian Ambulance Service have launched a national "In Case of Emergency (ICE)" campaign with the support of Falklands war hero Simon Weston and in association with Vodafone's annual life savers award. The idea is that you store the word "ICE" in your mobile phone address book, and against it enter the number of the person you would want to be contacted "In Case of Emergency". In an emergency situation ambulance and hospital staff will then be able to quickly find out who your next of kin are and be able to contact them. It's so simple - everyone can do it. Please do. Please will you also forward this to everybody in your address book, it won't take too many forwards' before everybody will know about this. It really could save your life and create peace of mind for your loved ones.

It was with huge shock and horror to hear that there is yet another reflector required, by law, to be on our vehicles:-

Please check that you have a red reflector on the inside of your right hand car doors. If you don't, you may face a nasty fine!

Apparantly this reflector is needed incase you open your door in the dark, and your interior door lights do not work, oncoming traffic will be able to see that your door is open!!!
Please check this immediately after reading this email - it is not worth the arguments or frustration of getting a fine. You are required to have the following reflectors on your vehicle (at the time of writing):-
Two red ones on the back bumper
Two white ones on the front bumper
One red one on each inner right hand door - perhaps we should put them on all four doors!?

An update on Vehicle Licences.
The regulations recently published on the new "Safety" style of number plates for change of vehicles and new vehicle registrations have now been extended to all vehicles on the road. A summary of the requirements follows and we would urge farmers to attend to these as soon as possible.
The cost of the new number plates is currently $600,000.00 a pair i.e. $50,000.00 for the plate and $100,000.00 for the registration book, including the security windscreen sticker (or third party). The procedure to change the number plates is as follows:-
1) Obtain CVR4 form from Municipality
2) Obtain Police Clearance using the CVR4 form.
3) Withing 14 days take documents etc, listed below to Revenue Hall for issue of new plates:-
a) CVR4 Form with Police Clearance Stamp.
b) Clearance from Revenue HAll on outstanding traffice fines.
c) Vehicle Registration Book
d) Insurance Cover Note
e) Old Licence Disc
f) Proof of Residence, rates or telephone account etc)
g) Old Number Plate
h) $600000.00 in cash

The new number plates are available in three sizes- "long" "square and "Japanese" (plus motorcycle size)
AA has had confirmation from Harare there will be no new increase in costs "in the foreseeable future"
The new windowscreen sticker (i.e.) the third plate must not be marked in any way except with the car registration number printed there by the Municipality. Please confirm at the Revenue Hall where it should be placed on the windscreen as it appears that there are several different "specific" areas which have been indicated as the "spot". It should also be noted that each time a vehicle changes ownership new numbers are issued.!.

I wonder if anyone would be interested in having a personalized CD with music of their own choice?
I can't do the classics, but popular music from the 50's, 60's, 70's and so on. You can get about twenty tunes on a normal CD.

DOMESTIC WORKER & ACCOMMODATION.
For the past six years a security guard working permanent night shift for a reputable private security firm has been resident, with his wife and two small daughters, in the quarters on my property AT NO CHARGE. In return for this he has worked on his off days in my house and garden FOR NO PAY, just a bit of beer money on a Friday. As a pensioner unable to pay domestic worker wages this has worked well to our mutual benefit. His coming and going in uniform has, I am sure, been helpful from a security aspect - I have had no crime whilst he has been present.
Sadly I will need to sell up and leave soon and wonder if there is anyone who would like to take over this arrangement.
