Last year Kumalo Primary were fund raising for computers, the children
were going door to door. I spoke to the headmistress about donating my
old computer when I leave. This morning I delivered it and was shown
what preparations had been made in the event of computers ever coming!!
All the computer classroom windows have been burglar barred, a big
metal door installed over the classroom door. AND razor wire over the
entire ceiling!! They have installed about 20 power points. Have not a
stick of furniture yet and mine was the first computer!!! and its
almost a coffee grinder!! They were so excited at the arrival of this
old thing!! so I was really hoping that somewhere out there, there
would be other people or companies that had old models sitting un-
used. Im sure there are second hand working computers out there!! This
school is sooooo deserving of them after all their efforts. They have a
computer teacher too.
I know that overseas corps are willing to donate to schools 'prepared'
but this is not the route to go what with customs and the Ministry.. We
can do this right here Im sure!

Hockey in Zimbabwe celebrates its 105 anniversary this year, with the
Hockey
Association of Zimbabwe commemorating the 80th anniversary of its
establishment, making the HAZ one of the oldest hockey associations in
the
world. At the same time, we will in July be marking the 25th
anniversary of
the famous Moscow Olympic Women's Hockey Gold Medal. To this end, the
Hockey
Association will be celebrating these events at a tournament and formal
function to be held in Harare in June 2005.
The HAZ has endeavoured to collect records, memorabilia, old sticks and
playing kit, and the like for an eventual hockey museum. We have used
part
of the material for display purposes during annual Zimbabwe Olympic
Committee events, and during the 80th anniversary of the Matabeleland
Hockey
Board, prepared a brief written history. We know that a number of old
players have immigrated, or are immigrating, and so would hope that old
hockey material might find itself in our care, rather than thrown on
the
trash heap. Sticks etc can be refurbished, with particularly good old
models
being kept for museum purposes, and others being passed onto
development
programmes.

INCOME TAX 10% WITHHOLDING TAXES
It would appear Zimra were caught unprepared. The legislation simply
requires you to produce proof that you have furnished your tax forms to
Zimra.
Under the old Tender tax clearance Zimra required you to furnish 12
months PAYE receipts, 12 months VAT/Sales Tax receipts, certificates of
incorporation etc.
We fail to understand why the taxpayer should be inconvenienced in
producing all of the above. Considering you are supposed to be 'valued'
we are left wondering whether Zimra believes value and inconvenience
are synonymous.
In 2002 Zimra advised that they required:
Individuals
ID Number and old tax reference number, address, etc.
Companies
Certificate of Incorporation
Memo and Articles of Association
CR14
Address etc.
Which were all furnished so you the taxpayer could be given a new TIN
number, which we were told, would facilitate recording of all your
payments.
For all taxpayers this was a duplication. Whenever a Company is
registered with Zimra a copy of the Certificate of Incorporation;
Memorandum and Articles of association, names of shareholders and
directors are required.
In 2003 all taxpayers were furnished with Revenue forms to complete.
Again you were required to furnish certificate of incorporation;
memorandum and articles of association; CR14, Bank Statements, ID
Numbers etc.
You were then furnished with another set of numbers; namely a Business
Partner number and Revenue Account or client number or customer number.
In 2004 to register for VAT you were again required to furnish all
those documents and given a VAT number.
In 2005 you have again been asked to furnish the same documents and in
addition furnish assessments for 12/01; 12/02 and 12/03 or where a loss
a set of accounts.
Considering Zimra has been computerising for 4 years what is going on?
Every 3 months your PAYE and VAT records are checked; every year you
are visited and required to produce proof that your A.P.D's have been
paid.
Why aren't Zimra's records up to date reflecting all your payments so
that you don't bear the unnecessary additional expense in photocopying
documents and receipts they should have?
For the last three years we have seen schedules reflecting VAT or PAYE
or Sales Tax? Where are the assessments? Why are they only produced
when you object? Remember, there is only a facility for recording
assessments. What happens to the amounts you pay on a schedule?
Taxpayers must insist on seeing their own Statement of Card for VAT,
for PAYE and for all assessments and the corresponding payments. You
must then reconcile the statements with the payments you have made and
insist that all receipts are reflected.
You will find this exhausting and you will be shocked at how few of
your payments are reflected. You will be left wondering who has had the
benefit of your payment!
Is no one at Zimra recording your various payments and analysing them?
Now we know with the New Tax clearance requirement that you are unpaid
Zimra assessors collecting taxes from the informal sector for Zimra.
Are Zimra going to use the information to bring the informal sector
into the tax net?
After the tax clearance debacle can anyone be confident of Zimra's
stated intentions?

ANTI HIJACK TRUST BULAWAYO UPDATE written and compiled by Tracey

At present, crime around Bulawayo is relatively quiet, but this does
not mean you can become complacent. In fact this is the time where you
must check around your home and office security and run tests to ensure
all is in working order. Whether it is your alarm systems, fire drills
or general safety regulations that you have implemented - check them
out to see that they work.
The gangs are creeping in and the records can show from previous years
how crime increases throughout the year and will decline again, all
relating in waves.
4 x 4's and especially landcruisers, have been stolen a great deal of
late both in Harare and Bulawayo, so please be aware at all times where
you park them, what security you have on them and make sure you go to a
reputable company where the alarms etc are installed.
Two different incidences I would like to report are as follows:
- A home on Matopos Road where the owners are usually away quite a
bit, was broken into at the back of the house which was the only window
that did not have security bars on it. The thieves managed to get away
with a few electrical items, but what was so amazing at this, is that
they took out a 9 cubic foot deep freeze, removed all the panels in one
section of a durawall where there was the electric fence on top and
carried the deep freeze outside. Once outside the property, they
removed all the frozen food from the deep freeze, loaded it into their
getaway car and left the deep freeze in the ditch. A few things
indicate that this was an "inside job". The property is secure, so is
the house, bar that one window that could not be seen from the road,
and someone had been asked to move off of the property.
- The other, that is a big concern to me, is the cases of roadrage
that are taking place. Instead of having a roadside confrontation,
rather take this matter directly to the police and if you feel that you
are not been dealt with satisfactorily you always have the avenue of
writing to the Propol office.
CELL PHONES
- A few incidents have been reported where the drivers have lost
their cell phones, due to not keeping them out of sight, but right next
to them on the seats!!
- Again, I urge the banks to make sure their security guards are
aware of the ear-pieces for cell phones. One man in one bank stood
talking quietly into his little mouthpiece, and no-one realised he was
actually on the cell whilst in the queue. This is another avenue for
the criminals to monitor your actions of huge withdrawals.
DOGS
Please will owners of dogs learn to recognise the difference in their
dogs barks, they will warn you of intruders. If your dog is poisoned,
report it to the police. They will keep a record of the area where
dogs are poisoned so that they can follow trends. Kumalo had this
happen a lot recently, and only one person reported their dog poisoned
to the police and when the police did a follow up, found that a gang
had already hit some houses, where the dogs had been poisoned. Police
then patrolled that area for a while.
REGISTRATION NUMBERS
Please could someone advise me on where people can get their
cars painted with the registration number on the doors, canopies and
roofs of vehicles. I have seen a few around and I have seen lovely
ones from SA where the number is actually worked into a design on the
car and looks really good. Also, is there a company here that still
does the sand blasting of the registration number on the windows? I can
help promote your business if you are interested, naturally you would
have to help the Trust too. This obviously pertains to the Bulawayo
area, but if you have a business else where in the country, at least I
can keep it on record.
