1) Editorial

THE LAWNMOWER GRAVEYARD

Oh my goodness, I just turned into First Worlder with one swoop of a dumpster !!

Yes it actually happened, I took my "almost new" lawnmower (well it was only three years old) callously, cruelly and without malice, and tossed it unceremoniously into the dump !!

Of course there was a mad scramble by the dumpster scavengers to get hold of it, but I turned my back mercilessly and let it go.

And what was wrong with it ? Burnt out? IS THAT ALL ? Such a simple problem, has the modern lawn mower repair company ever heard of REWINDING a motor ??

And where on earth was Bancroft Neil when I needed them?

Bancrofts have looked after my lawnmowers now for fifty years. They have loved them, tended them, repaired them, welded them, braised them, re-bladed them, refurbished them and rewound them.

Second to a wheel barrow, a lawn mower is good currency in Zimbabwe. If one is an enterprising gardener, he can mow the neighbour's lawn, lend out the lawn mower to the neighbour for a small fee, knowing full well that if something happens, Bancrofts will fix said lawn mower blindly and blithely !!

Ah yes these modern lawn mowers are just cheap plastic at any rate. Give me those good old ones made of metal that were hard, if not impossible to break. Heavy yes, but the lawn looked as though it had been thoroughly manicured indeed instead of having a number one crew cut !!

Zimbos just do not throw things away !! They fix them, they make a plan, nothing is ever wasted, and if a lawnmower eventually dies an ancient and venerable death, he is not tossed unceremoniously, he is kept for spares !!

Bancrofts is a lawn mower graveyard, there are probably lawnmowers there that came into the country in an ox wagon !!! There dead lawn mowers are treated with respect, not just tossed into a garbage dump !!

Matabeleland Hockey Board - Press Release 1

After the refurbishment of the Khumalo Hockey Stadium and the successful hosting of the African Olympic Qualifiers the Matabeleland Hockey Board will be reviving the Easter Hockey Tournament - previously known as 'Jardav' - after a period of 8 years. The 'Jardav' tournament was successfully run on an annual basis and attracted many local and foreign teams, and showcased some highly competitive hockey. There are already 4 South African teams that have indicated they will be participating in the 2013 tournament.

The tournament will be held from 6th April to 9th April at the Khumalo Hockey Stadium in Bulawayo, and at present the teams that have confirmed - this list includes: B.A.C., Queens (Byo), Midlands (Gweru), Hippo Valley (Chiredzi), Sunrise, Enthusiasts (Hre), and an Invitational Masters team. It is hoped that more will register prior to the tournament. This tournament is for both men's and ladies' teams.

The KHS is a world class hockey stadium which had new turfs laid in August 2011, one of which boasts the latest in turf technology. Hockey in Zimbabwe finding its way back to a competitive level, and there are many promising young players as well as some wise old heads!!! The tournament promise to be lots of fun, will have some fantastic hockey and will go a long way to returning Bulawayo to its former sporting glory.

Khayelihle Children's Village Board of Directors,

WELL KNOWN BULAWAYO LANDMARK IN NEED OF HELP

For 50 years Eskimo Hut has been a part of the Bulawayo scene . Generations have grown up visiting this popular and well known landmark for their Ice cream treats. It was for many years the hang out for teens and young adults who would gather in the car park and show off their latest wheels - Renault s, Cortina s and the like.
It prospered through the busy Trade Fair years when it served Pies, Hot Dogs and toasted sandwiches as well as its well known Ice cream.
It survived through the difficult economy and is still serving todays generation of customers. Even though there have been changes and upgrades over the past few years, Eskimo Hut has now been told to move on . THE EIGHTH BULAWAYO MUSIC FESTIVAL
Wednesday 23 to Sunday 27 May
There is a pre-festival dinner on the Tuesday evening, 22 May at the Bulawayo Club. This will be a substantial finger supper and courses will be interspersed with music from several of the musicians ending with a sing-along led by Leslie Howard who has a repertoire of over eight hundred songs and will be happy to take requests! Numbers will be limited for this event and tickets will be $25.00 including wine - not included in the season ticket.

The Festival itself will perhaps be the most ambitious yet. No fewer than twenty-one musicians will joining us from beyond our borders including (in order strictly alphabetical!) the Amici String Quartet, Juliette Bausor (flute), Sharon de Kock (violin), Coady Green (piano), Leigh Harrold (piano), Leslie Howard (piano), the Junior Odeion String Quartet, Mary King (mezzo-soprano/conductor), Njabulo Madlala (baritone), Piet Moolman (conductor), Alenka Ponjavic (soprano), Richard Sisson (piano, composer, conductor, etc!), Christopher Smith (piano), Morgan Szymanski (guitar) and Petroc Trelawny (narrator, interviewer).
There will be a great wealth of music on offer. As well as the dozen or so classical concerts there will be plenty of other music to enjoy including pop and gospel concerts, Indian music and dancing and an Africa Day Celebration. Three of the major highlights will be:
"Carmina Burana" with soloists, a choir of 150 plus
children s chorus, two pianos and seven or eight percussionists - early rehearsals suggest that this will be an event not easily forgotten! the first performance of a major commission from Richard Sisson, "The Song of the Carnivores", involving children from ten schools in both eastern and western suburbs as well as a host of instrumentalists and many of the professional musicians. Choirs are already working on the music all over Bulawayo and another memorable evening is guaranteed.
the final orchestral concert, a programme of three concertos plus "The Carnival of the Animals".
There will also be a concert devoted to music by Schubert, another to Mendelssohn, a celebration of Debussy (born 50 years ago this year), piano quintets by Dohnanyi, Fibich, Schumann and Shostakovich - and much more. One rather different event will be silent films with live accompaniment, including Laurel and Hardy s "Big Business" with Leslie Howard as pianist! Booking will open to the general public on Thursday 10 April and season tickets will cost $75.00. Booking for individual concerts will open on Monday 30 April.

3) Roses And Raspberries
SUBURBS RESIDENTS,
I have been asked by most of the residents in Park Road, Oak Ave, Heyman Road, Duncan Road, Clark Road, Qualisa Complex to do a petition, for all to sign.
On Sunday 4th March 2012 from about 3.00 am. There was live music being played at B.A.C. 12th Ave. This continued till app 8.45 pm. from about 4.45 pm to 8.30 pm there were cars parked all along 12th Ave extension from the Bridge up to and passed Heyman Rd. The cars were parked 3-4 deep on both sides of the road. Also along Park Rd the cars were parked from between 1st Street to 4th Street also 3-4 deep. The mess that was to be seen on Park Rd on Monday was unbelievable, I was told by B.A.C. that they would do a clean up by Tuesday afternoon. They have not done a very good clean up exercise.
The Organization concerned B.A.C. are subject to the loss of their Liquor License for the infringement of the public peace and for being a public nuisance. I would also like to mention that on Saturday evening app 1.00am. on my return home after doing a patrol there was music being played at B.A.C. I am looking into what Liquor License the two bars have. As this is not acceptable in a residential area. I have also being asked by residents about the noise from the Centenary Park, Live shows and loud music.

CONDOLENCES:

For all those who were connected in anyway with Matabeleland tennis, I am sure they will be very sad to learn of the death of Ann Murphy - wife to Phil and mother to Colleen and Sharon. Ann passed away peacefully on 29th February after suffering a heart attack a few days earlier. There was a memorial service for her today at the Methodist Church in Kloof - KwaZulu Natal.

Ann was very involved with Junior tennis in the 70 s / 80 s and managed both Matabeleland Junior teams and Rhodesian Junior Teams. She was also a very loyal member of Suburbs Tennis club along with Phil and youngest daughter Sharon who I think went on to represent Matabeleland at junior level.

I am sure there will be a lot of folk who will be very sad to learn of her passing and it is with great fondness that we remember her.

Sir Humphrey Gibbs Home is not alone in needing and deserving some much needed help from the community. We are asking for donations of fabric or fabric offcuts and wool for the woman s workshop. The ladies love to make rag mats, patch blankets, pillows, laundry bags, and knitted jerseys, scarves etc. These in turn are sold to the public to bring in money to help in other areas. At the moment they are in desperate need of the fabric and wool needed to make these.

ZESA HOLDINGS (PVT) LTD
The purpose of this bulletin is to provide information to our stakeholders on developments in the power sector. In the process we also hope to address some of the concerns that have recently been raised by some of our stakeholders on a number of issues.

1) Power Supply & Development
The problem with the power supply situation in Zimbabwe arises from the fact that the installed power generation capacity in the country is less than demand. The power system also suffered from the economic downturn over the last decade. The sub-economic tariffs that were charged during that time meant that the revenue that was generated was not enough to enable maintenance to be carried out at the level required to maintain a decent level of supply. The problem is made worse by the following factors:

a) 35% of that installed capacity is out of service due to age, maintenance, etc.
b) Power imports are limited as the shortage is regional in scale
c) The utilisation of electricity is largely inefficient in Zimbabwe
d) Inability and/or unwillingness to settle bills

In order to address the situation the following measures are being implemented:
Operational issues:
a) Refurbishment work is being carried out at Hwange Power station (HPS)
b) Refurbishment work is being carried out at the transmission and distribution system levels
c) An efficiency initiative will soon be implemented to replace inefficient incandescent lighting with compact fluorescent lighting
d) On the back of the tariff that was introduced in September 2011, maintenance work, which is now possible, is being implemented
e) Revenue collection is being accelerated

Developmental issues:
a) A consultant, Hatch, was appointed to finalise a feasibility study for HPS extension & Kariba Power Station extension and that has been successfully completed.
b) An Expression of Interest, to qualify prospective contractors for the development of the projects was completed successfully.
c) The pre-qualification of bidders was followed up by visiting banks in the prospective bidders' countries to verify issues of funding
d) Technical bids will shortly be sent out to pre-qualified contractors and thereafter appointment of successful contractors

It is our aim to reach financial closure on these development projects in the beginning of the fourth quarter of 2012. This will ensure that by the end of 2015, the new plant will start to come on stream. The Ministry of energy & power Development, and the government at large, is providing invaluable guidance and support in this endeavour.

2) Billing

A lot of genuine complaints have been raised by our customers concerning the billing system. We are pleased to advise that the billing system has now been upgraded and now running live in Harare as from this month, after some test runs were made to our satisfaction. Barring any unforeseen aspects, we now have confidence that the billing woes will soon be behind us and customer anxiety in this area will be eliminated. The system is now being rolled out to other regions in the country. We have deliberately chosen a billing system with some modules that will be used when we migrate to prepaid metering and which will also remain to serve customers who will not be on prepaid metering.

3) Prepaid Metering

We recently concluded contract negotiations with successful bidders on the prepaid metering project. The installation will be done by the meter suppliers and this strategy is to ensure that the roll out takes place in the shortest possible time. The plan is to have the meters installed over a period of 18 months. We are also at the same time going to run a pilot project to test smart metering, with a view to employing this technology as part of our strategy towards establishing a smart grid, to address efficiency in electricity utilisation.

4) CFL lighting

The compact fluorescent lighting (CFL) program, which entails replacing inefficient incandescent lights, will soon be underway. We really welcome the debate that is taking place on whether the program should be embarked upon and whether, in view of the falling prices of CFLs, ZESA should finance it. Our position is that efficiency in utilisation of electricity is an integral part of the strategy to address the current power shortage. The investment in CFLs is attractive: we will be spending $7 million to 'generate' 150 MW, which roughly translates to about $50,000 per MW in capital, compared to $3 million per MW, on the expansion projects. In addition the quick turnaround of the project adds significantly to its attractiveness. We also believe that it is prudent for ZESA to finance the initial installation in order to quickly realise the benefit and help in alleviating the power shortage. We agree that there is need to have legislation in place to ban the inefficient incandescent and, together with the Ministry of energy & Power development, the issue is being addressed. We are however cognisant of the fact that the effectiveness of such legislation will only be achieved by its enactment in all the countries in the region. Implementing the legislation only in Zimbabwe without the cooperation of neighbouring countries will make it difficult to enforce it in Zimbabwe. Fortunately this position has been appreciated by all regional countries and a concerted effort is being worked out to enact this legislation in all SADC countries.

5) Revenue Collection

We have intensified our effort to collect outstanding bills, especially on the back of improved billing. The program is critical for sustaining operations and to maximise benefit from the tariff, including supporting the importation of electricity. There are prospects for increasing imports from new stations being developed in the region. We are in discussion with the concerned developers and we have to position ourselves as a credit worthy off taker to be able to tap from these new sources. We therefore urge all our customers to pay their bills on time and to bring their accounts up to date. We have availed to customers a facility to propose workable payment plans and this has helped a lot. Regrettably some customers have chosen either to ignore this facility or not to honour their payment plans, leaving us no option except to withdraw supply.

In conclusion, we need to highlight that we are very cognisant of the supportive role that electricity plays in an economy, and to express our commitment to supporting national programs for growing the economy of Zimbabwe, such as the Medium Term Plan (MTP). We do appreciate the anxiety amongst our customers concerning the supply situation; unfortunately it takes 4-5 years to build a power station and, a key prerequisite to be able to do so, is the need to have in place a cost reflective tariff, so that the projects are bankable. This has been the Achilles heel that made it impossible to build power stations in Zimbabwe for the last twenty years, when we needed to do so. Incidentally it is also one of the most critical elements required, to attract private sector investment in the power sector.
