The Lions Club of Bulawayo has a new project which we hope you will include in your Morning Mirror. We are hoping to collect any scrap hard plastic for re-cycling and manufacturing into plastic goods such as mugs and bowls for resale to raise funds for charity. Any type of hard plastic is suitable, such as old buckets, baths, cups, plates, fabric softener bottles, cool drink bottles, other household cleaner bottles, etc. Not, though, carrier bags, bread bags and milk bags. These items can be dropped off at Scotties in Main St where they will be taken to the Lions Club of Triangle who have the relevant machinery.

WILDLIFE AND ENVIRONMENT ZIMBABWE SHOP
The WEZ Shop is located in the TV Sales & Hire store on Fife between 10th and 11th. Profits help support our wildlife projects such as vlei restoration at Hwange. The Shop has Nature-related videotapes, books - including children's books and puzzles, and a variety of curios. Two season tickets are available, one for the five evening concerts, the other for the twelve daytime concerts. SHORT WRITINGS FROM BULAWAYO III,
a collection of 32 short stories and poems about life in Zimbabwe, will be launched at the National Gallery in Bulawayo on Thursday June 1 at 5.30pm, together with the opening of an exhibition of art inspired by the pieces in the book.

It's official: Inflation is now over 1000%. With no investment your money will halve in value in 29 days. Sadly the situation is actually worse than that. Industrialists reckon that many of their products are up over 2000% over the past year, driven by the cost of the inputs to manufacture those products. So 1500%-2000% is probably nearer the mark which means the value of money halves in two weeks. In short, holding cash is not an option. It needs to be spent immediately it is received. In economic terms, the 'velocity of circulation' of money will be increasing rapidly. Wages are unlikely to be rising as fast as inflation. Maybe employers are increasing wages monthly to help combat in some way the effects, but many businesses don't have that luxury. Unlike Government, they cannot print money, they can only earn it through trading. So wages will be declining in real terms; employees' monthly wage buys less and less. It's not surprising that companies are reporting a dramatic decline in their volumes.

Hyper-inflation by its nature shortens the economic cycle. Decisions that usually only need to be made once or twice a year, need to be made more regularly - perhaps once or twice a month. The private sector is typically able to adapt to this decision making quite quickly. The public sector though does not. Take the announcement made of the 200% increase in wages for the army, police and civil servants. That decision was forced upon Government as wages were hopelessly low as a result of a dramatic fall in real wages. Public sector workers were becoming restless, something the authorities are fearful of. Hence the increase in wages by 200% announced last month to be paid at the end of this month. It's unlikely though that 200% will be enough and if Government thinks that problem has now gone away for a few months, they will be in for a shock. They will need to announce another increase in a few weeks time if real wages are not to slump again. In short problems do not go away, under hyper- inflation they come back, but each time sooner than the last time, and the problems are bigger. It's all very stressful for those in the hot seats.

To make matters worse, the Government does not actually have the revenues to pay those increases. Unlike the private sector they can print more money, which of course adds to the money supply and hence inflation. Paying the workers is one issue, paying the interest on their outstanding debt is quite another. This problem is only now becoming apparent as the 90-day treasury bills issued three months ago fall due for payment. Since they have been happy to borrow from the private sector at 500% for those 90 days (2,500% compound!), the problem is compounded further. That also has to be paid by increasing credit/printing money, thereby further fuelling hyper-inflation.

The Reserve Bank's answer to this problem has been to effectively nationalise bank deposits. With statutory reserves of 60%, banks have to deposit 60% of their clients' deposits with the RBZ for zero percent interest. So in 29 days that money has halved in real terms. In addition, since the private sector is not prepared to borrow at 500% like the Government, the banks invest a part of the remaining 40% in treasury bills, preferably ninety days. If they should have a surplus at the close of a day, i.e. they receive a large deposit at the close of business, that money is swept up by the RBZ and placed into a two year bill yielding 150%. In short, we estimate that up to 90% of bank deposits are going to Government in the form of statutory reserves, T-bills or two year bills. Bank liquidity is therefore falling. If a bank client needs to withdraw their deposit to spend, then the bank could go into a 'short position'. To cover that short, they go back to the RBZ and borrow from them at the accommodation rate which is around 850%, compounded daily. Sadly the RBZ wont let the banks cash in their two year paper to cover the short. Needless to say, the banks are making huge losses, and if it were to last would put the banks' capital at risk. The flip side to all this, is that the RBZ is making massive profits and growing its capital at the expense of those banks. The thinking behind this is surely to allow the RBZ to subsidise their ASPEF money at 50%, the parastatals and Government. The banks are rightly very concerned and as an association they have gone to the RBZ to explain the issues presumably on the assumption that they may not know the implications of what they are doing! (It would be most unusual for a central bank to willingly destroy its own banking system).

So with bank deposits effectively nationalised, private sector savings depleted, with parastatals making massive daily losses due to under pricing their products (e.g. Zesa), subsidies to 'farmers' everywhere and the public sector needing regular pay rises, there is little option but to print money. The private sector doesn't have any cash left - they've spent it. What private sector funds that remain in treasury bills must surely be at risk. They could be rolled into longer dated paper, or rates could be slashed. As a result, companies have been allowing their cash resources to decline in real terms in favour of holding stock. Likewise individuals.

In our January Notes 'Show me the Money', we suggested that the currency and stock markets had got head of themselves anticipating the increase in money supply. It is now May and the currency and stock market has barely moved since then suggesting that shortly the next move will begin as the money has now caught up with those earlier expectations. The stock market and the currency markets are a function of the money supply and inflation, rather than the cause of it, a fact that we wonder the authorities understand. Witness the about turn on money market policy the day after the stock market jumped 25% in a day!

There also appears to be a heap of fuel around thanks to the liberalisation that has taken place. The cynics would argue that is the fuel destined for the wheat farmers that is making its way from the farms to the cities. (Surely not!). Competition and supply seems to be keeping the price under control. Free markets have that effect.

Hyper-inflation requires very tough political decisions. Furthermore it requires decisive and urgent decisions. Low inflation provides the luxury of time, when policy can be discussed at length in committees and sub-committees, papers can be written on key topics that can be discussed and refined. Hyper-inflation does not allow for that. Every day that reform is delayed or policies introduced piecemeal, the problems simply get bigger. And whilst a particular problem may be able to be addressed short term (e.g. wage increase or Zesa increase), the same problem will rear its ugly head again soon after. The problems are further compounded by differing factions doing their own thing. Hyper-inflation can only be addressed by a strong and decisive government that can tackle the underlying problems. There is no other way than to deregulate the economy and stop the printing press. Time is not on our side; the problems wont go away until decisive action is taken.

Johns Hopkins has recently sent this out in its newsletters. This information is being circulated at Walter Reed Army Medical Center as well.
Dioxin chemicals cause cancer, especially breast cancer. Dioxins are highly poisonous to the cells of our bodies. Don't freeze your plastic bottles with water in them as this releases dioxins from the plastic. Recently, Dr. Edward Fujimoto, Wellness Program Manager at Castle Hospital, was on TV to explain this health hazard. He talked about dioxins and how bad they are for us. He said that we should not be heating our food in the microwave using plastic containers. This especially applies to foods that contain fat. He said that the combination of fat, high heat, and plastics releases dioxin into the food and ultimately into the cells of the body. Instead, he recommends using glass, such as Corning Ware, Pyrex or ceramic containers for heating food. You get the same results, only without the dioxin. So such things as TV dinners, instant soups, etc., should be removed from the container and heated in something else. Paper isn't bad but you don't know what is in the paper. It's just safer to use tempered glass, Corning Ware, etc. He reminded us that a while ago some of the fast food restaurants moved away from the foam containers to paper. The dioxin problem is one of the reasons. Also, he pointed out that plastic wrap, such as Saran, is just as dangerous when placed over foods to be cooked in the microwave. As the food is nuked, the high heat causes poisonous toxins to actually melt out of the plastic wrap and drip into the food. Cover food with a paper towel instead. This is an article that should be sent to anyone important in your life!

My mother is disabled, she was shot in 1987 she has a live in nurse, Nora, that has been with her for over 20 years, she is part of the family.
