THE MATABELELAND ANNUAL GENERAL MEETING Will be held in the grounds of The Church of Ascension (IF IT RAINS WE CAN GO INTO THE HALL) commencing at approx 11am on SATURDAY 26th FEBRUARY 2005 and followed by lunch. Members should please BRING ALL THEIR OWN FOOD AND DRINKS. (Braai facilities will be available) as well as their own utensils ie plates, cutlery, glasses/mugs etc. It will not be necessary to bring your own tables or chairs as these will be available.

A provisional date of SATURDAY 16th APRIL 2005 has been set for the Council Meeting / A G M to be held in Mutare this year, details to be advised. Please will anyone wishing to attend and requiring accommodation please contact Anne AS SOON AS POSSIBLE.

There will be a braai lunch on SATURDAY 21ST MAY 2005 this will be at the home of Hal and Wendy McCay (9 Annabel Road, Eloana) again braai facilities will be available but members must please BRING THEIR OWN FOOD / DRINKS, utensils, chairs and tables etc

IT DETERIORATES AS THE HOURS TURN INTO DAYS, THE DAYS INTO WEEKS AND THE WEEKS TO MONTHS. RECENTLY, LATE EVENING, I TRIED (LUCKILY NOT IN AN EMERGENCY) I THEN TRIED PHONING MY HUSBAND WHO WAS RIGHT NEXT TO ME (ALSO AN ECONET CONTRACT SUBSCRIBER) AND HIS PHONE WAS NOT REACHABLE, I THEN DIALLED THE 112 LINE BUT TO NO AVAIL. I MUST ADD HERE WE BOTH HAD FULL SIGNAL!!
THE SMS FACILITY AND THE TRYING TO GET THROUGH TO OTHER NUMBERS I.E. NETONE OR 023 IS ALSO, MOST OF THE TIME TOTALLY FRUSTRATING.

CALLING THE CUSTOMER CARE NUMBER, LEAVES YOU MORE SPEECHLESS AND MORE FRUSTRATED WITH THE UNBELIEVABLY FEEBLE EXCUSES OFFERED. CALLING THE ECONET OFFICES IS NO BETTER IN MY EXPERIENCE. BUT THE ACCOUNTS ARRIVE PROMPTLY AND WE ALL PAY ON TIME OR ELSE.

CELL PHONE USERS LETS GET IDEAS TOGETHER AND APPROACH THESE SERVICE PROVIDERS FOR AN IMPROVED SERVICE. WHAT ABOUT ARRANGE TO MEET AT THE PROVIDERS OFFICES AT A PRE-ARRANGED TIME AND CALL IN THE CHRONICLE PHOTOGRAPHERS TO DO AN ARTICLE ON THE WHOLE ISSUE.

Income Tax Withholding Tax

In the recent amendments to the Income Tax Act Section 80 was amended to include ANY Registered Taxpayer. Such registered taxpayer ( note: not registered operator, this has nothing to do with Vat) must prove that he has furnished to Zimra his income tax forms. Zimra is then ordered to issue a tax clearance certificate.

Zimra has chosen to ignore the Act and will not issue a tax clearance cert unless you produce:

Certificate of Incorporation Last 12 months PAYE receipts Last 12 months Vat receipts 12/01;12/02;12/03 assessments Last 5 APD receipts Where a loss was reflected, a copy of the accounts. We fail to understand why the so called Valued customer should be inconvenienced to this degree.
Where any registered taxpayer does not have a tax clearance then his debtor is obliged to withhold 10% of the total debt. This applies to every person you do business with, including MR Moyo from rural Zimbabwe and to whom you owe cash for cattle purchases or a runner from whom you have purchased goods. Look at both sides of the transaction. Are you registered? Yes. Have you got a clearance cert ?Yes . Give a copy to all your debtors so they dont withhold 10%. Now look at your creditors.Do your creditors have a clearance cert? If not withhold 10%.
Taking Mr Moyo as an example. If you owe him money and he does not have a clearance cert, pay him 90% and remit 10% to zimra. If he is not a registered taxpayer and he owes you money he cannot deduct the 10% He must pay you in full.
The 10% deducted must be paid to Zimra within 30 days and the person withholding the tax must( not may, he has no choice)supply the registered taxpayer with a certificate reflecting the full details. Remember the 10% belongs to the person who has been short paid. It must therefore be credited to his account at Zimra and not the payer`s account. The taxpayer who has suffered the 10% deduction should collate all such REV 5 forms; check they are stamped by Zimra and then reduce his next APD by the amount withheld. Zimra will no doubt be visiting you shortly checking your books and where you do not have clearance certs, asking you for the 10% plus full penalties.
Watch payments to Tel one, Zesa etc. Strictly according to the law if they have not displayed the required tax clearance you must withhold 10% of your payment. Zimra have confirmed that all parastatals are affected.

SGOFOTI--Support Group Of Families Of Terminally Ill operating in both Mpopoma and Pelandaba has launched a project called the Memory Box. The object is to help those who have lost loved ones cope with their loss and their grief. Unlike many of us who have cameras, video machines, tape recorders, photograph albums and the like, the people we are dealing with do not have any of these means of recording the lives of their mothers,fathers brothers,sisters and even friends.

Workshops were held to introduce the idea of the Memory Box as a way of recording the lives of family by means of written stories,family trees,memetoes of any description and photographs (if they are lucky enough to have any).The boxes can be decorated in any way that the person chooses.People can then look at their memory boxes in the way people look at photograph albums.

What we are asking for are scraps of wrapping paper and ribbon or anything else which may be suitable for people to decorate their Memory Boxes.I am happy to collect anything which people may want to contribute to this project if they telephone me at 238395.

MECHANICAL GRASS CUTTER SUITABLE FOR HEAVY WORK REQUIRED

Thieves broke into the boot of my car on 17 February 2005. They stole my entire tool box, a few other bits and pieces such as electrical goods as well, but most importantly my one electrical meter, which will cost me nearly R3000 to replace with exactly the same model. May I ask your readers to keep their eyes open at auctions etc, or when they are buying tools from a slightly suspicious source, and advise me, or the police, if they think that some of this stuff might be any of my stolen goods.

There were all sorts of items in my tool box such as adjustable spanners of various sizes, a mole grip, metric and imperial allen key sets, hammers such as my joiners hammer and 1lb hammer, a few screwdrivers, assorted half inch drive sockets, assorted hex screwdriver bits, quarter inch socket set, chisels, combination spanners, which were mostly drapers, and the list goes on. I also had some quite unusual items, in particular my hand drill, and a hacksaw. Other unusual items, which were stolen, and are incredibly expensive to replace, are my 25mm and 20mm masonry drill bits, my "Yankee" 24" pump screwdriver, my large ratchet screwdriver, half inch spark plug spanners x 2, my King Dick red coloured 'podger', and my electricians chisel. Makes of stuff, which were stolen are not cheap, namely:- Bahco Britool, Draper, Draper Expert Draper Elora Gedore King Dick Sandvik Snap-On Stanley.

As for my meter, it's not something that an average electrician would have. I certainly have not seen any other electrician in Bulawayo with this particular type of meter! It is an insulation tester, brandname and model, BMD1 MEGGER Insulation Multitester. It is very distinctive being bright yellow, digital, and in a leather black box with two sets of leads.

I have realised that I will probably not see any of the above again, so if anyone is selling good tools, could they please give me, Howard Sellick, a call on 245546 or 011 418007
